Tomboy21345 is referring to the characters as per the Japanese version. You're talking about the North American version. You're both technically right. The characters were switched because the boxer in the Japanese version, M. Bison, is to similar to the actual boxer, Mike Tyson. They didn't want a law suit on their hands so they made M. Bison the boss, the boxer as Balrog, and the Spanish matador as Vega.

Wikipedia says it's supposedly coming out for X-Box 360 on 17 February. However, the source is Wikipedia, so it may or may not be true.
