Ground effect only works to a height equal to the wingspan of the airplane. For a wingsuit, you'd have to be within 4' of the ground to get any effect.

May you fuckers please stop coming to Norway to jump?! Because my tax money is used to save your dumb asses with helicopter! We have better things to spend our tax money on.

In spite of popular belief, it doesnt cost the tax payers any extra to save a base jumper. The norwegian rescue helicopters are given a certain amount of flight hours a year to be spent on either training or real missions. the only difference a basejumping accident makes is how many hours goes to training and how many goes to real missions.
