What he's saying doesn't matter. The words don't matter, the lyrics don't matter, what it means doesn't matter. Charlie Chaplin is saying that actions speak louder than words. At this time talkies were coming out, people were trying to make him do a talky.. he was saying words are not necessary. People can figure out his song without real words, and people can figure out your intensions in life without words. Thus- actions speak louder than words.

he did... well actually hitler's mustache was more of a kaiser mustache while chaplin's is a toothbrush mustache.... wikipedia rocks!!! lol
