IGY means "International Geophysical Year (IGY)" (in 1957-1958) : in the fifties, most people thought that future would be better, thanks to science and technology, just like in optimistic science fiction dreams. Fagen describes a perfect world... which never came. So, I think that this song matches nostalgia and irony. And it's one of my favourite songs too !

The song is a satire on modern science and its wonderful "promises" for the future - those promises offer in many ways lots of mechanized efficiecy but ultimately it really only delivers a tasteless world of soulless boredom!
