I don't think 'IP delivery' is the correct term. Perhaps geolocation, or regionalized content... IP is more, getting the data there, not finding where they are.... Just my 2c.

Sort of but they're locating people by their IP address.

I come from the networking area, so to me, IP delivery means delivery of packets. IP routing, etc. Maybe IP Geolocation, or Regionalized content based on IP. It just seems like an odd term in my books... Doesn't do a good job of saying what it is in the name of it. The name of the mechanism should do a decent job of describing it, and when related to computers, this title doesn't...
